Free But Not Free was built around a simple observation: a great many people held pretrial or serving short sentences do not need to be in a cell. They need structure, documentation, and someone verifying they are where they are supposed to be.
We provide that verification. We install the equipment, we monitor around the clock, and we produce the compliance record the court needs to feel confident about a release decision. The name says it plainly — our clients are out of custody, but they are not unsupervised.
We work with defense attorneys, prosecutors, judges, treatment providers, reentry programs, and families across all twenty-four Maryland jurisdictions.
